Delhi Teen Allegedly Gang-Rap*d and Kill*d; Four Held, Including Three Juveniles

New Delhi: A 17-year-old girl was allegedly gang-raped and killed by four people, including three juveniles, in northwest Delhi, with police saying her decomposed body was later found in an open field several days after the suspected crime. Investigators said parts of the body had been eaten by stray dogs, while one hand was found separated from the rest of the body.

The case came to light after the girl's body was discovered on September 13 near a field in the Swaroop Nagar area along Kushak Road. According to police, the condition of the body was such that its gender could not initially be established.

Police have registered a case under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Protection of Children from Sexual Offences (POCSO) Act. Four people have been apprehended in connection with the case, including one adult and three juveniles aged 16 and 17.

Body Found Days After Alleged Crime

According to the police, the girl's body was discovered near Jaipal Rana's field in the Swaroop Nagar area on September 13. By the time investigators reached the location, the body had decomposed considerably.

Police said stray dogs had eaten parts of the body and one of the victim's hands was found separated from the remains.

The circumstances surrounding the disposal of the body became a key part of the investigation as officers attempted to establish the identity of the victim and determine how she reached the location.

Police said the girl had not been reported missing by her family before the body was discovered. Her family reportedly told investigators that she would sometimes leave home and return after several days.

The absence of a missing-person report initially made the identification process more difficult, particularly because of the advanced decomposition of the body.

Police Say Victim Knew the Accused

Investigators said the girl and the accused persons were known to each other. According to the police account, she had been travelling with them in a tempo when the alleged crime occurred.

Police said the group had been drinking inside the vehicle before the girl was allegedly sexually assaulted. She was subsequently allegedly stabbed and killed, after which her body was taken to an open area and abandoned.

These details are part of the police investigation and will be subject to further verification as the case proceeds through the legal process.

With no apparent eyewitness available at the beginning of the investigation and the identities of those responsible not immediately known, police relied heavily on CCTV footage and technical evidence to trace the suspected vehicle.

CCTV Footage Became Key to Investigation

Police teams examined more than 50 CCTV cameras installed in and around the area where the body was discovered, as well as cameras covering adjoining roads and possible routes taken by the vehicle.

During the review, investigators reportedly noticed a tempo moving close to the location around the relevant period.

However, the vehicle's registration number could not be clearly identified because of poor visibility and darkness. Police then began tracking the tempo's movements across multiple CCTV locations in an attempt to establish its route.

The investigation continued through the night as officers attempted to identify the vehicle and locate its driver.

According to police, a search operation was conducted during the intervening night of September 15 and 16. The suspected tempo was eventually traced, following which investigators identified and questioned its driver.

The questioning and subsequent investigation led police to four people allegedly connected with the crime.

One Adult and Three Juveniles Apprehended

The adult accused has been identified by police as Shivam, also known by the names Sudama and Chuchu. He is reportedly a resident of Khadda Colony.

The other three people apprehended in the case are juveniles. Police said two of them are 16 years old and another is 17.

Because three of the people involved are minors, their cases will be dealt with under the applicable juvenile justice framework, subject to the findings of the investigation and subsequent legal proceedings.

Police have not treated the allegations as established guilt, and the role of each person is expected to be examined separately as investigators continue collecting evidence.

Weapons and Other Evidence Recovered

During the investigation, police said they recovered two knives allegedly used in the crime. Officers also recovered clothes allegedly worn by the accused persons along with the tempo believed to have been involved.

The recovered material is expected to form part of the evidence being examined by investigators.

Forensic examination and other technical evidence will be important in establishing the sequence of events and determining whether the recovered objects are connected to the crime.

Police said further investigation is continuing to establish the precise circumstances surrounding the alleged assault and killing.

Investigation Continues

The police investigation is focused on reconstructing the sequence of events, identifying the individual role of each accused and verifying the available forensic and technical evidence.

Investigators are expected to examine CCTV footage, vehicle movements and other available material alongside statements gathered during the probe.

The authorities will also have to establish the circumstances in which the girl was allegedly taken to the area where her body was later discovered.

The fact that the accused persons were reportedly known to the victim is another aspect being examined as police work to establish the events leading up to her death.

Case Registered Under BNS and POCSO

The case has been registered under relevant provisions of the Bharatiya Nyaya Sanhita and the POCSO Act, which provides legal protection to children from sexual offences.

Since the victim was 17 years old, the POCSO Act applies to allegations of sexual assault involving her.

The investigation will determine the specific criminal liability of the people apprehended and whether additional evidence or charges emerge as the case progresses.

The three juveniles will be dealt with according to procedures applicable to children in conflict with the law, while the adult accused will face the regular criminal justice process, subject to the findings of the investigation and court proceedings.

Police Continue to Verify Evidence

The discovery of the body several days after the alleged crime has made forensic evidence particularly significant. Investigators will have to rely on multiple sources of evidence to reconstruct what happened.

CCTV footage from different locations, the tempo allegedly used by the accused, recovered knives and clothing, statements from people connected with the case and other technical evidence could help investigators establish the sequence of events.

Police have said the investigation remains underway and that the individual roles of those apprehended are still being ascertained.

The allegations against the accused will ultimately be tested through the legal process. An apprehension or police allegation does not by itself establish guilt, and the accused are entitled to due process under the law.

The case has nevertheless raised serious concerns over the safety of minors in the capital and the circumstances in which the victim's disappearance went unreported. Police are continuing their investigation to determine the full sequence of events and establish accountability based on evidence collected during the probe.
